Locust riders are encountered during the Contact! quest, inside the Sophanem Dungeon. The level 98 riders attack using somewhat slow, but strong Ranged attacks with a max hit of 22. The level 106 version uses a spear for melee and has a lower max hit of 15, but attacks faster than the rangers. Remember that you need to bring a light source when you are in the dungeon.

Locust riders are scattered throughout the dungeon. They frequently hit over 20, so Protection Prayers and good food are recommended, especially if multiple riders are encountered.

The Keris dagger and Keris Partisan special effects work against them.

Though not directly assigned, Locust riders may be slain as part of a Scabarite assignment. These monsters respawn at an extremely fast rate, so it may be ideal to stay in one spot.

A good strategy to kill these is to wear prayer-boosting armour, such as Proselyte armour and use Protect from Missiles as the rangers can hit harder than the meleers and from further away. When your prayer gets low, go back up to Sophanem and recharge your prayer at the High Priest's altar, or after the completion of Contact!, the altar right above the bank.
