To protect Skrach Uglogwee from the Culinaromancer, you need to feed him a cooked jubbly bird, the most delicious type of Chompy in the Feldip Hills. You need to talk to Rantz to learn how to get one.

STEP BY STEP

Inspect Skrach Uglogwee in the Lumbridge Castle dining room to start the quest. Head to the Feldip Hills (fairy ring code AKS) and talk to Rantz. He will tell you that he wants to travel to Karamja to make some type of potion, but before that, he wants you to meet him south-east of his cave.
Walk directly south-east towards the transportation symbol on your map. Talk to him again, go through the dialogue; he will kick over a tree and ask you to make it into a boat. Use your axe on it twice to make a boat.
Talk to Rantz again and he will shoot an arrow to a tree on Karamja. Talk to him once more and he will tell you to cook a chompy there for good luck. If you don't have any raw chompies, kill a chompy bird or two and gather the raw chompies before you leave. If you didn't bring Logs, chop down a normal tree in the area to get one log.

Travel to Karamja:
The tree with the arrow in it is north-west of Tai Bwo Wannai village, just north of Banisoch, who is marked with a dungeon icon - the tree is denoted by the Transportation icon.
Make a fire next to the tree, and then, use your iron spit on a chompy and cook the skewered chompy by using it on the fire. If you succeed, Rantz's kids will take the boat to you and take you back.

Rantz will tell you to make a balloon toad to use as bait, to catch the Jubbly bird. (The Rantz near the water, there are two versions of him)
Note: Purchasing jubbly from the Grand Exchange will not work. You will be met with the message "You need to cook your own jubbly meat to set Skrach free."

Say: Yes, I'm sure I can get some Jubbly Chompy. → Oh Ok then, I guess I'll talk to Rantz.
Talk to Rantz
Say: I'm trying to free Skrach, can you help? → Ok, I'll do it.. (You can use the fairy ring code AKS and run east)
Go South-East to the transportation icon on the minimap and talk to Rantz by the coast.
Say: Ok, here I am...I guess this is the watery place? What now?
Use your woodcutting axe on the fallen tree twice.
Talk to him again.
Say: Ok, the boat's ready, now tell me how to get a Jubbly?
Collect a raw chompy the same way you did in Big Chompy Bird Hunting, except this time drop the inflated toad to the west as Rantz doesn't want you hunting on his turf. If you have a low cooking level, collect several.
Go to Karamja and find the tree with an arrow in it (by transportation icon west of Tai Bwo Wannai).
You can use the fairy ring code CKR and run north along the coast to the west to find it, or teleport to the Brimhaven house portal and run south. It's just west of the Tai Bwo Wannai Trio quest icon on the world map.
Light a fire next to the tree, use your iron spit on a raw chompy, then cook it.
Board the ogre boat.
Talk to Rantz south-east near the coast.
Say: Ok, now tell me how to get Jubbly!
Collect several bloated toads from the nearby swamp (in case you fail). Refill ogre bellows.
Mine several rocks from the Pile of Rock east of Rantz' cave.
Use the ogre bellows on the bloated toad for a balloon toad.
Drop the balloon toad and kill the Jubbly with ogre arrows.
Cook the Jubbly on Rantz's spit-roast. If you burn the Jubbly, repeat the process.
Give the Cooked jubbly to Skrach Uglogwee in Lumbridge.
