Outlaw

Outlaws can be found in their encampment located west of the Grand Exchange. During the quest What Lies Below, the player must kill them to recover the five papers that they stole from Rat Burgiss. The player must also fight two outlaws during A Ruff Situation to prevent them from stealing a stray puppy.

During combat, they will shout Stand and deliver!, causing their next attack to have increased accuracy.^{[confirmation needed]} They appear to be wielding a steel scimitar with a recoloured handle.

Outlaws are not recommended for training combat skills on, as they only provide 1/40th of the amount of experience that regular monsters would. This, however, can be used to train combat skills while remaining at a low Hitpoints level.
