Speak to Veos at the northernmost dock of Port Sarim by the Rusty Anchor Inn to sail to Great Kourend. Upon arrival in Port Piscarilius, speak to him again and ask if he has any quests. He will mention that a client of his from the mainland is interested in learning about Kourend, and wants the player to gather information on the five cities of the continent.
Agree to help him, and he will give the player an enchanted scroll, telling the player that his client is able to see the writing without anything being written on the scroll itself; they want the 'knowledge gathering' to remain on the down low. Veos suggests that general store owners should know enough about their respective cities and be up for a chat.
Use a feather on the enchanted scroll to create an enchanted quill. A feather can be obtained from Gerrant's Fishy Business in Port Sarim if you don't already have one.
With the enchanted quill and enchanted scroll from Veos in your inventory, you will have to speak to the general store owners of Great Kourend. They can be found in buildings marked with the icon. The quest starts in Port Piscarilius, so you don't have to travel far for that store, but you will need to travel to Hosidius, Shayzien, Lovakengj, and Arceuus to visit their stores. The map above lists nearby Lovakengj Minecart Network locations, which can be used for 20 Coins per travel.
Speak to a store owner, and ask them about their respective city and what there is to do in their respective city. When you are receiving information from the Regath, the Arceuus general store owner, the quill will mysteriously glow and damage your hand! You will not take any damage, however.
Once you've spoken to every single general store owner, a mysterious voice whispers to you that you must return to Veos.
Veos will take your quill and scroll, saying that the client apologises for the damaged hand, as the mention of the Dark Altar "provoked emotion". He then asks you to take a mysterious orb and activate it when near the Dark Altar.

The Dark Altar is found north of Arceuus at the end of the area with purple crystals, near fairy ring CIS.
Once you are near the Dark Altar, activate the orb. It will shatter into broken glass. The mysterious voice will thank the player and ask them to return to Veos.
Return to Veos in Port Piscarilius (not Port Sarim). He will then claim that he has not spoken to you since taking you to Great Kourend, before suddenly becoming possessed. Veos' Client will now speak, with the player questioning him to no avail. Before he releases Veos from his possession, he will give you your reward.
Congratulations, quest complete!
Use this when you already know the route. The full walkthrough above includes explanations and diagrams.

Once there, talk to Veos again to start.
Say: Have you got any quests for me? → Sounds interesting! How can I help?
He will give you an enchanted scroll.

Return to Veos in Port Piscarilius after speaking with all store owners.
Say: Let's talk about your client...
Use your Games necklace Wintertodt Camp teleport and run south until you reach the dark terrain with purple crystals, then east. Alternatively, if you have access to fairy rings, use code CIS.
Activate the mysterious orb in your inventory while near the Dark Altar, east of Trossa and north of the fairy ring.
Return to Veos.
Say: Let's talk about your client...
Congratulations, quest complete!
