The Spice Merchant is the owner of the Fortis Spice Stall, found in the south-east corner of the bazaar in Civitas illa Fortis. Players must also speak to the Spice Merchant during the Meat and Greet quest.
The spice merchant will remember thieves for 10 minutes since last stealing from the Fortis Spice Stall. Logging out will not reset the duration.
