Lamp oil is obtained by distilling swamp tar, using a lamp oil still. They are located either in the Chemist's House in Rimmington (the small still, inside the house), or at Miltog's Lamps in Dorgesh-Kaan.
As there is no "lamp oil" item, you need to bring the empty oil lamp, empty oil lantern, sapphire lantern, emerald lantern, or bullseye lantern (empty) to hold the oil in. The oil will stay inside the lamp oil still until you use the item in your inventory on the still. You will also need to bring swamp tar (one tar per lamp) in order to make it into lamp oil.
Simply use the tar on the still, followed by the empty lamp, and it will be filled with oil, ready to be lit with a tinderbox.
