The Jig cart is used in the Elemental Workshop II quest to move an Elemental metal bar through a series of magical machines to produce a primed bar. It is powered by the lever near the mine cart sign.
The first machine is an old crane that dips the bar into a lava lake. The second machine is a steam press that presses the cooled bar into a thin hot sheet of metal. The third machine is a water tank where the metal is quenched. The fourth machine is a wind tunnel where the metal is cooled. The cooled metal can then be taken of the cart to be taken to the extractor to make it into a primed mind bar.
Although it looks like a piece of scenery, it is actually a non-player character that is disguised as such.
