Dr Randulf Harlow[1] is a retired vampyre slayer in the Blue Moon Inn in Varrock. During the Vampyre Slayer quest, the player must go to him and buy him a beer so he'll provide them with a stake and the knowledge of how to kill Count Draynor.
He once hunted vampyres in their homeland of Morytania, though he was unable to kill any of the more dangerous ones due to not having any weaponry that could hurt them.[2][3]
After completion of The Blood Moon Rises, Dr Harlow will move to Veliaf's bar in Burgh de Rott.

Trivia
- He appears to be based on Van Helsing, the protagonist and vampire hunter from Bram Stoker's Dracula.
- He could also be based on psychologist Harry Harlow, who was known to be an alcoholic.
- Another possibility is doctor John Martyn Harlow, primarily remembered for his attendance on brain-injury survivor Phineas Gage, who had a large iron rod driven completely through his head.
- In the early days of RuneScape 2, Dr Harlow was found in the Jolly Boar Inn, however he was moved to the Blue Moon Inn because newer players had a hard time finding the bar and risked wandering into the nearby Wilderness.
- During the 2021 Halloween event, he and other bar attendants responded with fear to the arrival of Death in a cutscene.
