Delphinium seeds are a quest item given to the player during the Garden of Tranquillity quest by the gardener Elstan. In order to obtain the seeds the player must grow a marigold in the flower patch south-east of Falador after speaking to Elstan.
The delphinium seeds then need to be planted in Queen Ellamaria's garden behind Varrock Palace.
