The white cog is a quest item used only in Clock Tower. It is found behind a gate that can be opened by adding rat poison to the food trough in the Clock Tower's basement.
It is used to repair the western white clock spindle on the 2nd floor[UK]3rd floor[US].
Duplicates can be acquired by picking up another one after putting the first cog on the clock spindle and before completing the quest. Once the quest is completed, the cog can not be picked up from the spawn or if the duplicate is dropped.
