The Unstable Altar can be found in the Quidamortem Cave during the Tale of the Righteous quest, after fighting the Corrupt Lizardman. When inspecting the altar, a Mysterious Voice can be heard.
Later in the quest, Gnosi reveals that the altar is probably a man-made device relaying the power of the Dark Altar up to Mount Quidamortem.[1]
