The tortugan shield is a cape slot item obtained during the Troubled Tortugans quest, providing some defensive bonuses to melee and ranged. Wearing one will negate the "devastating" attacks from the dire gryphon and shellbane gryphon, allowing Protect from Melee to fully negate melee attacks.
One is given to the player for free during the Troubled Tortugans quest. If lost, it can be purchased from Elder Blunn's Spear and Shield Stall for 2,500 coins.
According to Elder Blunn, who crafts the shields, they were created at the suggestion of a human tourist.
