Terrorbird Guard 21 is an engineered terrorbird who guards an important door inside the Poison Waste Dungeon, alongside Terrorbird Guard 72. The two are encountered during The Path of Glouphrie quest, appearing in a cutscene which ultimately ends with them pressing a red button in a panic and releasing various traps towards the player.
Both of the guards can speak the common language of Gielinor, suggesting that Glouphrie's magic can either turn the terrorbirds into intelligent beings, or transform them into Warped Terrorbirds.
