The spinning plate is a toy bought from Diango in Draynor Village. It is a white plate with a red picture of a dragon on it. The player can click on the plate to have their character spin the plate on a stick. This has no in-game effect and is purely cosmetic.
The spinning plate is one of the items the rowdy dwarf can request from the player during Forgettable Tale of a Drunken Dwarf.

Trivia
- The spinning plate was added by Jagex in response to the high number of players who demanded that they add "dragon plate"; they really meant Dragon platebody armour, but Jagex added this item instead as a joke.
- Diango says that his shipment of spinning plates were delayed by thieves, and remarks that they wanted the shipment so badly because it was labelled "Dragon Plate", but they gave up when they saw that they were just spinning plates. This is likely because the thieves thought it was a shipment of dragon platebody armour, and is a reference to the above demand.
- A code comment left in the item definition file of the spinning plate states its purpose to be "To fool all the noobs on April Noob Day".[1]
- Spinning a plate used to award a small amount of Agility experience, even to free-to-play players.[2] This experience was likely tied to the skill check for keeping the plate upright, and may have been removed when dropping a plate would no longer cause it to break.
