A Seers weathervane[sic] can be found on top of the roof, south-west of the bank, in Seers' Village. Players cannot interact with the weathervane but are able to examine it.
It is repaired during the One Small Favour quest, which is required to obtain the Weather report from Phantuwti Fanstuwi Farsight. It requires three broken vane parts to be repaired into a weathervane pillar, directionals, and an ornament, and added to the broken weathervane to repair it.
