The old notes is obtained during The Forsaken Tower by searching the cupboard in the 1st floor[UK]2nd floor[US] of the Forsaken Tower. Reading the notes reveals which unknown fluid is the correct one to use on the refinery.
It is no longer obtainable upon completion of this section of the quest as it will be removed from the inventory and no longer in the cupboard. If it is forcibly dropped, Telekinetic Grab can pick it up.
