The emissary scroll is an item obtained during The Final Dawn, initially found inside a chest within the hidden room behind the sun and moon painting under the Twilight Temple. Upon leaving the hidden room, an Emissary Enforcer takes it off the player and has to be defeated to reobtain the scroll.
The scroll, written by Forebearer Janus — a leading member of the cult — reveals that he intends to move into a recently acquired property within Civitas illa Fortis.

I'm pleased to confirm that I have been succesful in aquiring a property in Fortis for use as a safe house. It is in a prime location, directly opposite the bank.
