Dead Wolf is the shapeshifted form of General Khazard who, during Secrets of the North, appears as an ice troll from Weiss. Alongside Big Fish, who is actually Hazeel, the pair of Mahjarrat shapeshifted into less conspicuous forms to blend in with the surrounding ice trolls during their visit to investigate the dusty scroll.
