The cupboard is located on the 1st floor[UK]2nd floor[US] of the Black Arm Gang Headquarters in Varrock, and is used during the quest Shield of Arrav. It is only accessible by members of the Black Arm Gang. During the quest, the player, if they have chosen to join the Black Arm Gang, must search the cupboard to retrieve the right half of the Shield of Arrav.
