The Armadyl communiqué is a letter delivered by a Guardian of Armadyl, who may randomly appear after satisfying certain conditions similar to the King's Messenger. The contents of the communiqué, written by Idria of the Guardians of Armadyl, differ depending on whether the player thwarted or helped Lucien in stealing the Staff of Armadyl.
The communiqué prompts the player to talk with Ivy Sophista in Taverley to start the quest While Guthix Sleeps, though players need not wait for the communiqué to be delivered to start the quest.

My name is Idria. I'm a leader, of sorts, to the Guardians of Armadyl. I'd hoped our first contact would be regarding more pleasant matters, but instead I must inform you of a dire situation that I know you worked hard to prevent.
Despite your efforts in safeguarding the Staff of Armadyl for us, the resourceful Lucien found another route to our beloved treasure.
While Lucien may now have his prize, there is still a chance to put an end to his plots. If you are willing to help, please make haste to Ivy Sophista, our ally in Taverley.
