The suspicious outsider is a spy of Lucien found wandering around in Draynor Village after completion of Temple of Ikov. They were tasked with tracking Movario, but he led them a false trail leading to Draynor Village.
During the While Guthix Sleeps quest, players must plant a teleorb on one of the spies. The suspicious outsider, however, is too alert and the teleorb must instead be planted on a shady stranger.
