The strange cipher is an item obtained during the quest Secrets of the North. It can be found by inspecting the south-west pillar in the north-eastern room within the Ghorrock Dungeon after having pulled the lever in the northern room.
Alongside the strange list and Duke note, it is used to discover the passcode for the gate leading to the centre room.
