The shale tablet is an item obtained during The Curse of Arrav in the tunnels beneath Zemouregal's Fort, and is one of four tablets made by Lamistard, who dug the tunnels in an attempt to avoid being chosen as a sacrifice in the Mahjarrat's rituals.

Transcript
I've wasted time digging tunnels the wrong way multiple times, and I now seem to have hit some sort of brick structure. My guess is a cellar belonging to one of the others. Maybe if I break into it, I can get my bearings. It will be dangerous though - I don't want to be detected.
