The Sailor can be found on the second westernmost dock in Rellekka. He has a minor role in The Fremennik Trials. During the quest, you find out that he wants to impress Thora the Barkeep. He takes Fremenniks to and from Miscellania. He is also involved in Royal Trouble.
During The Fremennik Exiles, he will reluctantly transport you even while you're exiled.
