The Refinery can be found on the 1st floor[UK]2nd floor[US] of the Forsaken Tower. During The Forsaken Tower quest, the refinery has to be cleansed with unknown fluid from the nearby table and then activated, as one of the puzzles to open the display case to obtain Dinh's hammer.
