The Power Grid can be found in the basement of the Forsaken Tower. During the Forsaken Tower quest, it is one of the four puzzles that have to be solved in order to retrieve Dinh's hammer from the display case.
In order to solve the puzzle, the nearby Steam Generator has to be started first.
