Noah is found in Varrock Square. Talking to him or Alina starts the quest Children of the Sun. During the quest, Alina describes to Noah and the player about the arrival of the delegation from Varlamore. Noah has no interest in visiting the new land.
Alina and Noah are no longer found once the suspicious guard reaches the small building just next to Aubury's Rune Shop.
