The fisherman is a subject of the Fisher Realm and one of the few people present that follow The Fisher King. During the quest Holy Grail, you must ask him how to enter the Grail Castle, which is by ringing the grail bell found outside. He disappears after Percival has become king for reasons unknown. He wears an eyepatch.
