Eliza is found in the centre of Varrock, just north of the Varrock General Store.
She runs the Speedrunning Reward Shop, which allows you to trade in your Quest Speedrunning points in exchange for rewards. She will also allow you to claim your trophies once you have completed a tier difficulty for every single speedrunning quest.
