The Coolant Dispenser can be found in the Forsaken Tower. During The Forsaken Tower quest, the 5-gallon jug and 8-gallon jug can be filled with the dispenser. Then, exactly 4 gallons of coolant have to be put in a nearby container to be able to safely light the furnace.
